Two ways to get a puppy to Florida
Ground transport is 3 days across 2,000 to 2,400 miles, driven the whole way in a climate-controlled vehicle with regular stops.
A flight nanny is one day. The courier flies with the puppy in the cabin and hands it to you at arrivals. At this distance most Florida buyers choose the nanny, and I would too.
Either way the puppy is never shipped as cargo. That isn’t negotiable.

Florida, and the Miami-Dade exception
Florida has preempted breed-specific local ordinances since 1990, with one large exception: Miami-Dade County was grandfathered in with a ban it already had, and that ban ran for more than three decades afterwards. It has since been repealed by the county, which brings Miami-Dade into line with the rest of the state.
Given that history, a Miami buyer is entirely right to confirm the current position with county animal services directly rather than take any web page’s word for it, this one included. Everywhere else in Florida the state preemption has held for thirty-five years and your city can’t ban the breed.
Ordinances change and this isn’t legal advice. The state-by-state dog law tables at Michigan State University are the reference collection if you want to read the statute yourself. Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. The hardest climate in the country for this dog
Florida is the most difficult environment I deliver a puppy into and I’d rather say so on the page than after you’ve paid. Heat with high humidity, for eight or nine months of the year in the south of the state, is precisely the combination a short muzzle can’t cope with, because panting only cools a dog when the air can absorb the moisture.
It’s entirely doable and there are a great many bullies living well in Florida. It just requires a household that has genuinely accepted an air-conditioned dog with early morning and late evening walks, and that knows what early heat stress looks like: heavy panting that doesn’t settle, a dark red tongue, unsteadiness. The other Florida-specific point is the condo and HOA density, where deed restrictions on weight and breed are common and are enforced by the association rather than the city, which means the state preemption doesn’t touch them.
