Getting a puppy to Texas

Texas is 900 to 1,400 miles from Sedona, which works out at 2 days by road. The puppy is driven the whole way in a climate-controlled vehicle, with stops to walk, feed and check it.

Texas settled this in statute

Texas Health and Safety Code forbids any Texas municipality from regulating dogs in a way that’s specific to breed. That’s why you won’t find a bully ban in Houston, Dallas, San Antonio or Austin: the cities aren’t permitted to write one. What Texas does have instead is a serious dangerous dog framework, including criminal liability where a dog causes serious bodily injury, and all of it turns on the conduct of the individual animal.

There’s one large exception that isn’t an ordinance at all. Texas has an enormous military population and privatized base housing at Fort Cavazos, Fort Sam Houston, Lackland and Fort Bliss restricts pit bull type dogs by lease. A lease isn’t preempted by the state statute. If you’re living on post, check your housing office first, because the state law won’t help you there.

Ordinances change and this isn’t legal advice. The state-by-state dog law tables at Michigan State University are the reference collection if you want to read the statute yourself. Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. Gulf humidity is the hardest thing I deliver into

Texas isn’t one climate. El Paso is dry desert and behaves like Arizona. Houston, Beaumont and the coast are humid subtropical, and humidity is worse for this dog than raw temperature is, because panting is evaporative cooling and it stops working when the air is already saturated. A ninety-five degree day in Houston is harder on a bully than a hundred and five degree day in Phoenix.

For the coastal third of the state that means the summer routine is genuinely restrictive: early and late only, air conditioning through the middle of the day, and a real awareness of what heat stroke looks like in a dog that has stopped panting effectively. Dallas and the Hill Country sit between the two extremes. From May to September my own delivery runs into Texas go overnight for the same reason.
