Illinois preempts breed-specific ordinances
The Illinois Animal Control Act preempts breed-specific local law, so no Illinois municipality can ban an American Bully, and Chicago doesn’t. Illinois instead runs a dangerous and vicious dog framework aimed at individual animals, with a formal determination process behind it.
What Chicago buyers actually run into is housing. The city has a large public and subsidised housing stock with its own pet rules, a dense rental market where the building sets the policy, and a condo association layer on top of that. None of those are preempted by the state, because none of them are ordinances.

Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. Chicago has one of the oldest and largest bully communities in the country, so there is no shortage of dogs available locally. What I can tell you about mine is where they were raised, which is my house in Sedona, and who has seen them, which is my veterinary clinic before they travel. A puppy going to Illinois makes the trip by ground transport driven the whole way or with a flight nanny who carries it in the cabin, never as cargo. Chicago winters are nothing to a bully; the humid stretch in July is the part worth planning a routine around.
On the practical side, a bully does well in a Chicago apartment provided the walks are real. They aren’t high-stamina dogs and they don’t need a yard, but they’re heavy and they put weight on easily, and a dog that’s walked twice a day around a block is going to get fat. Lake effect snow closes routes for a day at a time in winter, which is why my ground runs into Illinois are planned around a forecast rather than a date.
