North Carolina has no statewide breed ban and no preemption, so the authority sits with the city and the county. Charlotte and Raleigh don’t ban the breed, and neither do the other large metros, but the state gives you no guarantee about a smaller municipality.

North Carolina also has an unusual statute worth knowing about: an owner is strictly liable for injury caused by a dog running at large at night. That isn’t breed-specific, it applies to any dog, and it’s a good reason to take fencing seriously with a strong animal that’s perfectly capable of testing it.

A moderate climate and a major hub

North Carolina is comfortable ground for this breed for most of the year. The coastal plain gets humid in July and August and needs the usual care, but the Piedmont and the mountains are moderate enough that a bully lives an ordinary outdoor-walk life almost year round.
