As everywhere, the statute governs the city and not your landlord or your insurer. Those are private agreements and they set their own breed terms.

Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. A hard winter the dog will enjoy more than you
South Dakota winters are severe and, for this breed, largely a non-issue. Bullies handle cold far better than heat, and the summers here are shorter and drier than in the states further south east, which removes the problem that actually endangers a short-muzzled dog.
The travel planning is about the road rather than the dog. Ground blizzards close the I-90 corridor at very short notice, so a winter delivery is arranged with a spare day in it and I will hold a puppy rather than drive into a closure. Ellsworth makes base family housing a consideration for part of the Rapid City area.
