Connecticut prohibits breed-specific local ordinances
Connecticut passed a statewide prohibition on breed-specific municipal ordinances in 2013, so no Connecticut town can ban the breed. That settles the legal question more cleanly than in most of the country.
It leaves the housing question entirely open, and in Connecticut that is the one that actually bites. Rental stock and homeowner insurers apply their own breed exclusions and the statute does not reach either. Read the lease and ring the insurer before you commit.

Dense housing, a humid August, and an easy winter
The practical constraint in Connecticut is space rather than climate. A seventy pound dog in an apartment is entirely workable provided somebody is home and the walking is regular, but it is worth being honest with yourself about the stairs and the lift before the puppy arrives rather than after.
Summers are humid enough along the shore to matter and winters are comfortable for the breed. Deliveries here are a long haul from Sedona, so most Connecticut puppies travel by flight nanny rather than by road.
Tick pressure along the shore and through the wooded interior is high, and Lyme was first described in this state. Year-round preventative and a check after wooded walks are standard care here rather than a precaution.
