New Jersey has preempted since 1989
New Jersey preempted breed-specific municipal ordinances in 1989 and its vicious and potentially dangerous dog law states directly that a dog may not be declared vicious on the basis of breed. That has held for over thirty-five years, which makes it one of the longest-standing protections in the country.
No New Jersey municipality can ban an American Bully. What they can do, and what individual buildings and associations do constantly, is set private pet rules, and those are untouched by the statute.
Ordinances change and this isn’t legal advice. The state-by-state dog law tables at Michigan State University are the reference collection if you want to read the statute yourself. Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. The densest state in the country
New Jersey has more people per square mile than anywhere else in the United States and the housing stock reflects it. Between rental buildings, condo associations and co-ops there are a lot of separate authorities that can say no to a seventy pound dog, and homeowner insurance is where most New Jersey buyers actually hit the wall rather than at the town hall.
A bully is well suited to that density in temperament terms. They aren’t restless dogs, they don’t need acreage, and they settle in a small space provided they’re properly walked.
