Two ways to get a puppy to Pennsylvania
Ground transport is 3 to 4 days across 2,100 to 2,300 miles, driven the whole way in a climate-controlled vehicle with regular stops.
A flight nanny is one day. The courier flies with the puppy in the cabin and hands it to you at arrivals. At this distance most Pennsylvania buyers choose the nanny, and I would too.
Either way the puppy is never shipped as cargo. That isn’t negotiable.

Pennsylvania preempts, and licenses annually
The Pennsylvania Dog Law preempts breed-specific municipal ordinances, so a Pennsylvania borough or township can’t ban an American Bully. The state’s dangerous dog provisions run on individual determinations, which is the correct way round.
Pennsylvania does require an annual dog license for every dog over three months old, obtained from your county treasurer, and it’s genuinely easy to overlook when a dog has arrived from out of state and nobody handed you a form. It’s inexpensive and there’s a penalty for not having it, so put it on the list for the first week.
Ordinances change and this isn’t legal advice. The state-by-state dog law tables at Michigan State University are the reference collection if you want to read the statute yourself. Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. Where the restriction really comes from
In Philadelphia and Pittsburgh the obstacle is almost never the city. It’s the insurer. Several major homeowner and renter carriers still exclude pit bull type dogs by name in their policy language, and Pennsylvania doesn’t prohibit that. If you own your home, call your carrier and ask specifically; if the answer is an exclusion, there are carriers who don’t exclude and switching is easier than discovering it after a claim.
Winter across the Alleghenies moves my delivery dates rather than my routes. Most Pennsylvania buyers at this distance take the flight nanny into Philadelphia or Pittsburgh anyway, which is a day door to door against three or four on the road.
