The drive to Wyoming
It’s 2 days on the road, 900 to 1,100 miles door to door. Somebody drives it, stops with it, and hands it to you at the other end. There’s no depot, no holding facility and no transfer between carriers.
Cargo holds aren’t an option I offer at any distance. A flight nanny carrying the puppy in the cabin is, if you’d rather it traveled by air.

Wyoming is a municipal question
Wyoming has no statewide breed ban and no statute preventing a town writing one, so it falls to the municipality. With a population this spread out, a good many Wyoming buyers are on county land where no municipal ordinance applies at all.
If you are inside a town boundary, check that town code directly. If you are outside one, the question is usually your insurer and any covenant on the property rather than an ordinance.

Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. Cold is fine, wind and distance are the planning
Wyoming winters are no obstacle for this breed. A bully handles cold far better than heat, and a heated vehicle makes a January run more comfortable than a July one. What does matter is the wind: ground blizzards close the I-80 corridor with very little notice, and that is a scheduling problem rather than a dog problem.
Altitude and distance are the other half. Much of the state sits high, which is easy on a dog in summer, and veterinary care can be a long way off. Worth confirming your nearest clinic and its out of hours arrangement before a puppy arrives rather than afterwards.
