Two ways to get a puppy to Virginia
Ground transport is 3 days across 2,100 to 2,300 miles, driven the whole way in a climate-controlled vehicle with regular stops.
A flight nanny is one day. The courier flies with the puppy in the cabin and hands it to you at arrivals. At this distance most Virginia buyers choose the nanny, and I would too.
Either way the puppy is never shipped as cargo. That isn’t negotiable.

Virginia forbids breed-based determinations
Virginia prohibits its localities from adopting breed-specific ordinances, and the state code goes further than most by saying explicitly that no dog may be found dangerous or vicious solely because of its breed. Virginia does maintain a dangerous dog registry, but entry onto it follows a court finding about a particular animal.
That’s about as clear a statewide position as exists in this country, and it means no Virginia city or county can tell you the dog isn’t allowed.

Whatever your state does, the two things worth confirming in writing before you commit are your own city or county code and your landlord, association or insurer, because private rules aren’t affected by any state law. Base housing and the Northern Virginia rental market
Hampton Roads has one of the largest concentrations of military personnel in the United States, and privatized housing at Norfolk, Little Creek, Oceana and Langley restricts pit bull type dogs by lease. A lease is a private contract and the state preemption doesn’t reach it. If you’re living on base, the housing office is the only answer that counts, and it’s worth asking before you place a deposit rather than after orders arrive.
In Northern Virginia the equivalent constraint is density. Arlington and Alexandria are heavily rental and condo, and both leases and associations commonly cap weight or name breeds. Ask for it in writing. Virginia’s climate itself is straightforward for this dog, humid in August in the east and mild the rest of the year.
